Conflict/Disclosure of Interest Review
Hernke Inc – South 15 acres of SW ¼ of SE ¼ Section 17 T111N R17W, and NW ¼ of NE ¼ Section 20 T111N R17W, Leon Township. The request is for a conditional use permit for an feedlot expansion over 500 animal units in the A-1 Agricultural Protection District, and also a conditional use permit to construct a manure storage pit that exceeds 500,000 gallons per Article 5, Section 5, Subdivision 1-A&D of the Goodhue County Zoning Ordinance.
David Buck – 146.39 acres of the NW ¼ of Section 19, T111N R15W, Goodhue Township. The request is for a conditional use permit for an feedlot expansion over 500 animal units in the A-1 Agricultural Protection District, per Article 5, Section 5, Subdivision 1-A&D of the Goodhue County Zoning Ordinance.
Horizon Wind Energy LLC/Lois and Ivan Herrlich – SE ¼ of W ½ of NE ¼ Section 33, NE ¼ Section 35, and NW ¼ and SW ¼ Section 22 all in T109N R18W, Kenyon Township. The request is for a conditional use permit to construct a temporary, tip-up meteorological test pole in the A-1 Agricultural Protection District.
Zoning Ordinance Text Amendment – Article 23 Wind Energy Conversion System Ordinance Proposed Amendment to Goodhue County Zoning Ordinance to add a new Article to establish regulations to govern Wind Energy Conversion Systems (WECS).: Purpose – This ordinance is established to regulate the installation and operation of Wind Energy Conversion Systems (WECS) within Goodhue County not otherwise subject to Siting and oversight by the State of Minnesota under the Minnesota PowerPlant Siting Act (MS 116C.51-116C.697.)
This zoning ordinance amendment will also include renumbering and restructuring of the zoning ordinance.
Zoning Ordinance Text Amendment - Article 5 Confined Feedlot Regulation, Section 7 Required setbacks for new facilities, Subdivision 8, No new feedlot will be allowed within one mile of the cities if Red Wing, Cannon Falls, Pine Island, Lake City, Kenyon, Zumbrota, or Bellechester. No new feedlot will be allowed within one half mile of all other incorporated municipalities. Any variance request to this subdivision will be denied when the affected municipality’s city council demonstrates that the proposed request is inconsistent with it’s comprehensive plan or growth plan.
