7:30     Conditional Use Permit – Kenneth & Linda Weikert – Pt of S ½ of SW ¼, Sec 31, T109N, R16W, that lies W of Hwy 57, Roscoe Township. Request is a Conditional Use Permit to operate a commercial kennel for up to 30 dogs located in an A-1 Zoning District.

7:45     AMENDMENT: ARTICLE 5, CONFINED FEEDLOT REGULATIONS – The following Articles will be amended:

Article 2: Rules and Definitions, Section 2 Subd. 6: Defines an animal unit and assigns multiplication factors for specific animals as written in Minnesota Rules 7020.

Article 5: Confined Feedlot Regulations:  This Article regulates the control of livestock, poultry, and other animal feedlots and manure application operations. Many of the changes proposed are housekeeping measures; for instance, correcting the names of applications, forms, personnel, and Minnesota rule and Minnesota statute references. The proposed changes also incorporate the Minnesota Extension’s OFFSET (Odor From Feedlot Setback Tool) program in determining reasonable distances between feedlots and dwellings.

Article 11: A-2 (Agricultural District) Section 6, Subd. 3: Eliminates the 2000 foot setback between feedlots and dwellings in an A-2 District and replaces it by referring to the setback distances as set forth in Article 5.
