A. Zoning Ordinance Text Amendment – Article 18 Wind Energy Conversion System Ordinance Proposed Amendment to Goodhue County Zoning Ordinance to add a new Article to establish regulations to govern Wind Energy Conversion Systems (WECS).: Purpose – This ordinance is established to regulate the installation and operation of Wind Energy Conversion Systems (WECS) within Goodhue County not otherwise subject to Siting and oversight by the State of Minnesota under the Minnesota PowerPlant Siting Act (MS 116C.51-116C.697.) Article 10(20), 11(21), 12(22), 13(23), 14(24), 15(26), 16(27) this amendment is to include wind energy conversion systems in the specific zoning designations as permitted and or conditional uses. This zoning ordinance amendment will also include renumbering and restructuring of the zoning ordinance. (Attachment)
B. Zoning Ordinance Text Amendments - Article 19 Wild and Scenic District , Proposed Amendment to Goodhue County Zoning Ordinance Article 19 to establish setback regulations to govern Wild and Scenic Districts within Goodhue County. Purpose – This amendment will establish front, side and rear yard setback requirements that were errantly not included upon the original adoption of the Wild and Scenic (WS) District regulations. Article 20 Commercial and Recreational District, Proposed amendment to Goodhue County Zoning Ordinance Article 20 to establish setback regulations to govern Commercial and Recreational Districts within Goodhue County. Purpose- This amendment will establish front, side and rear yard setback requirements that were errantly not included upon the original adoption of the Commercial Recreation (CR) District regulations. Article 2 Rules and Definitions , proposed amendment to Goodhue County Zoning Ordinance Article 2 to erase Subdivision 62A; Lot Area Buildable definition. Purpose - This amendment will eliminate a definition that defines Lot Buildable Area for residential building sites situated in the County’s R-1 Zone District. It further eliminates the requirement that lots in the R-1 District must have at least 20,000 square feet of “ Lot Buildable Area”. These changes to the Zoning Ordinance will reduce the need for unnecessary site grading allowing homes to be sited with less impact on the natural landscape. (Attachment)
3) LAND USE MANAGEMENT DIRECTOR’S REPORT
A. Joyce L. Schulz and Willard B. Schulz for a Preliminary Plat / Final Plat Zoning Application on property located at: Sections 19 and 30, T112N, R14W, SW ¼ , Hay Creek Township. The application, if approved, would authorize: a Preliminary / Final Plat – for the combination and use of parcel numbers 34.019.2802, 34.019.2902, and 34.030.0301 into a new Plat on A-2 land for private residential use.
