1) PUBLIC HEARING
A. Frontenac Station Change of Zone B-1 to MXH (Mixed Use District for Hamlets) – Parcels in Blocks 6, 7, 8, 9, and 10 platted in Frontenac Station; the NE ¼ of Section 15 in T112N, R13W, Florence Township.. These parcels are contained within Highway 61, Germania St, Italia Ave. and Ludlow Ave. The request from Florence Township is to change of zoning of multiple parcels in Frontenac Station from B-1 to MXH per Article 24, Section 2, Subdivision 3 of the Goodhue County Zoning Ordinance. 2) LAND USE MANAGEMENT DIRECTOR’S REPORT
A. Conditional Use Permit-Scott Wesch – E ½ of Section 31 in T112N, R14W, Hay Creek Township. The request is for a conditional use permit to operate an outdoor educational facility in an A-2 Agriculture Zone per Article 11, Section 3, Subdivision 3 of the Goodhue County Zoning Ordinance. B. Conditional Use Permit-Hansen’s Harbor – A parcel in the SW ¼ of the SE ¼ of Section 13 in T112N, R13W, Florence Township. The request is for a conditional use permit for wetland replacement/delineation per Article 21, Section 7, Subdivision 1 of the Goodhue County Zoning Ordinance. The request is also for fill over 1,000 cubic yards within a Flood Fringe District per Article 18, Section 5, Subdivision 2-C of the Goodhue County Zoning Ordinance. (Attachment)
C. Conditional Use Permit-Hovel Farms – The E ½ of the NW ¼ of Section 2, T111N, R17W, Leon Township. The request is for a conditional use permit to operate a new 2400 head swine feedlot with manure storage exceeding 500,000 gallons per Article 5, Section 5, Subdivision 1-A and 1-C of the Goodhue County Zoning Ordinance.
